NAIROBI — President William Ruto has reshuffled leadership across several state-run agencies, naming both new and returning figures to the boards of parastatals that oversee everything from vaccine production to airport infrastructure.
In a series of appointments published in the Kenya Gazette on 11 July 2025, Ruto reaffirmed his administration’s influence over strategic public institutions, with many of the appointees set to serve for the next three years.
Among the most notable names is Charles Nyachae, who was reappointed as Chairperson of the Kenya School of Government Council, a post he has held since January 2024. Nyachae, a former judge on the East African Court of Justice and the son of veteran politician Simeon Nyachae, is expected to continue steering reforms at the institution that trains public servants.
Also confirmed is Ali Noor Ismail as Chairperson of the Pest Control Products Board, and Abdi Mude Ibrahim as Chairperson of the Kenya Veterinary Vaccines Production Institute. Both will serve three-year terms.
“All appointments take effect from 11 July,” the notices read.
Appointments Span Key Sectors
The changes go beyond the presidency’s desk. Several Cabinet secretaries also made reappointments and fresh placements within their respective portfolios.
Public Service Cabinet Secretary Geoffrey Ruku appointed Leonida Chelagat Mitei and Dr Francis Owino to the Kenya School of Government Council, while renewing Linnet Mirehane’s term. These appointments are likewise set for three years.
At the Ministry of Roads and Transport, Cabinet Secretary Davis Chirchir reappointed Iltasayon Neepe to the board of the Kenya Airports Authority.
In the Labour Ministry, CS Alfred Mutua renewed the term of Rose Omamo on the National Social Security Fund (NSSF) Board of Trustees, while Water CS Eric Muuga reappointed several individuals to key regional water boards, including Regina Ndambuki (Tanathi Water Works), Geoffrey Rukuja (Tana Water Works), and Nasri Sahal Ibrahim (Northern Water Works).
Gender CS Hannah Cheptumo extended Edwin Abonyo’s term as Chairperson of the National Museums of Kenya Board, ensuring continuity at the helm of one of Kenya’s most prominent cultural institutions.
Meanwhile, Trade CS Lee Kinyanjui brought in Hamzo Alio Abdi to the Export Processing Zones Authority Board, placing fresh eyes on Kenya’s push for export-driven industrialisation.
Political Context and Timing
The appointments come at a time when President Ruto is seeking to strengthen administrative control over key state institutions, especially amid rising public pressure and a tough economic climate.
Analysts say such appointments often serve both governance and political goals.
“Control over parastatals is not just about service delivery,” said political analyst Nerima Wako. “It’s about shaping public perception and rewarding loyalty.”
While many of the appointees are seasoned technocrats, some have close ties to the political establishment — a common feature of Kenya’s public sector appointments.

As Kenya continues to wrestle with challenges in public service delivery, infrastructure gaps, and food security, the effectiveness of these boards will be closely watched.
